How the tracker works
Our collectors read county and city permit portals, state air-quality permit registers and local planning agendas several times a week. A record is included only when its own text names data center work or a known data center operator files it, and only when it links to a public source. Records at the same street address are grouped into one project.
The furthest step shown for a project is read from the records alone: a zoning or planning case, an air permit, a building permit applied for or issued, finaled work, or an operating air permit. Capacity appears only where a filing states it, with the basis named. Coverage is not complete. A missing project means we have no public record for it, not that nothing is planned.
Every row comes from a public permit, air-quality or planning record, linked to its source. A permit shows that work was proposed or approved. It does not show that space is available or that a building is finished. Capacity figures carry the basis the filing gives.
